With reference to Mr. Long'a Despatch No.167
of the 26th July, 1917, I have the honour to forward for Your Lord- -ship's consideration copies of correspondence which has passed between the Colonial Secretary and Lieutenant-Colonel A. Chapman,
V.D. regarding the continuance as a personal allowance of the
Command Allowance of 8900 a year drawn by him as Commandant of the
Hongkong Volunteer Corps.

I forward also a copy of a minute written by
Sir Henry May on the 18th of April, 1917, from which it is clear
that Sir Henry May was not prepared to recommend the grant of more
than $300 a year.
3.
I have the homur to recommend, therefore,
that Lieutenant-Colonel Chapman be allowed to draw personal allow-
-ance at the rate of $25 a month from the 23rd of May, 1917, until
the date on which the substantive pay of his post is revised.
